Its normal but it is a personal choice. In fog they can be a nuisance, bouncing too much light back at you and reducing visibility. I suspect, in this case, they were forgotten. Day VMC it is not a problem , night time they are an aid, but you can still manage without them. 22L means a complicated circling procedure and the normal cues for landing lights come at an odd and different place, which is why I suspect they were forgotten, pilots are habit driven and when you are busy things that don't happen in a normal habit tend to be missed if you are not extra vigilant. Like I said, they are not critical.
