My vote goes to Canada. So far I've been to Victoria and Vancouver in BC, Montreal and Toronto.

I am generalizing here but it seems to me that people are friendlier as you go further west. My favorite city is VANCOUVER. Majestic location, breathtaking scenery and nice people.

In the US, SEATTLE is the place with the friendliest people, IMHO.
