I'll have to put my vote in for the LA area, especially Santa Monica. I have struck up more conversations with strangers in line at the post office that at any previous time (the conversations in other cities are generally about how slow the line is moving--haven't heard that here once). It seems to be less hectic here, unless you have to spend much time in your car in traffic. Then people change...

I think you find good and bad everywhere. Perhaps in sunnier climes people are sunnier.
