It doesn't qualify. The court decisions have generally rejected the airlines' attempts to deny compensation by citing ordinary mx as extraordinary circumstances.
The law is very pro-pax, the problem is enforcement, as the various national bodies don't have enforcement powers. You have to bring a private claim.
