aircraft painting does have a purpose that goes far beyond the aesthetic appearance, and it is done at regular intervals, so it does not have any bearing on other areas of service and management. Nothing unusual that from time to time airlines take the chance to refresh the livery appearance. The last major update of CX livery was around 2000, with the removal of the green stripes and plain lettering on the aircraft (and stripping the Union Jack from all planes to better emphasize HK status as a colony of the mainland)
The changing of Green Stripes to the Brush Wing device was done circa 1994-1995, not 2000, as seen in this TV advert:
Some planes were not painted well into 1999 after the Kai Tak/CLK switch.
