If you indeed have a smaller <=22" carry on, it is likely you will be fine. However, if you have an 'American' size carry on, probably you won't be allowed.
My experience is they do not weigh the carry-on bags if they are within regulation size. But unlike the US they will call you out if you have a bag that 'fits' when you stuff it in sideways.
