Why are you even sure 3 years have passed? In my calendar, there are still 2+ months until the end of 2015. The OP question was "How to retrieve Etihadguest password when email address is inactive?" - not how to create a new account or how to merger accounts.

Her name and DOB are the same, so if they keep this data, no matter if the account is active or not, no matter if she uses a new email address, she will NOT be able to create a new account.
