CPU prioritization is too complex to be reduced to a few absolute words.
I don't those are really considered CPUs - they are instant upgrades that didn't clear at booking. Upgrade process is 1) Instant upgrades that didn't clear, then 2) instruments/miles, then 3) CPUs. I'm just talking about priority within the CPU group (ie after instruments have cleared) - you're talking about the overall upgrade process..
