Focus on reading comprehension. The tickets were issued by British Airways, USA. By your logic, buying a scarf at Burberry's US website should generate a foreign transaction fee.
It is where the transaction is processed that determines the fee is charged or not. You may not be aware of this, but several years ago DL actually used a foreign processing center for some tickets, bought on DL website. Those purchases were charged forex fee... It was a big discussion on FT at that time...
My neighbor purchased a JetBlue ticket that has an Air Lingus TATL component in it, on JetBlue website and was charged forex fee because the ticket was processed by EI in Ireland despite the ticket stock is JetBlue's.
The name does not mean anything.
