Of these choices I'd take ORD, although the JFK runway construction that's been causing delays should be finished by December of next year. However, both MSP and DTW tend to be better than ORD in winter (and summer too).
I've got to vote for ORD too. The East Coast storms have been crazy strong the past few winters.
