Best chance of getting in-car navigation that works?

I know that rental cars are generally pretty bare in their setup, and that it's relatively rare to have in-car navigation that actually works. That said, which rental company and which category give me the best chance of getting it?

Background: will be renting in TUS. I'm already a foreigner renting in the US (so insurance will add to the price) and renting in a relatively busy time, so I would like to keep costs as low as possible. I hold no status with anyone. Do I have a chance of getting in-car navigation at all?
