Why do they tag all the way to final destination? Why not only tag to place where passenger has to reclaim bag or at least dual tag the counterfoil - so it mentions both locations.
Because if they are tagged through you can then use the bag drop facility that is usually just after customs.
Without the tag through you'd have to go and check-in your bags normally.
And checking the tags for my last US flights - still in the bin - the tag has ORD as the final destination but MSP was also listed.
And when I was at MSP the bag drop refused to take the bags of someone who hadn't had tagged them through and they were directed to go around to the departures level.
