Just back from Caesars and I agree that the check-in procedure is ludicrous. I was in line for 45 minutes. They had only 3 check-in positions open. There were several check-out stations with no more than 3-4 people waiting to check out, someone sitting at the "golf" station with no customers, two persons at the concierge station, again with little activity. I was in the Palace Towers and saw/heard no construction. Everything after check-in was fine, but I am so put off by that long wait, particularly after a long flight, that I am unlikely to return.
