First of all, I waited over 55 minutes on line to check in.

that's not actually unusual at many Vegas hotels - esp when conventions ar ein town.

When I finally got to the desk (around 5pm) the lady behind the counter said that my room would not be ready for several hours, even though check in began at 3pm. Secondly, she said that the hotel was unable to store my luggage. I was finally able to get a key to my room by 7:15pm. What was that all about?

again my experience is that its not all that uncommon esp when rooms have been set aside for a convention.

My first night was fine. The second and third nights, I was awoken at 6am by jackhammers. Caeasars is building a wing of 900 rooms. When I called to ask them to stop, the front manager said, most callously, absolutely not.
At Caesars, 6am is the time they begin no matter who they awaken. They said that I could move if I were willing to wait in the room between 3pm-7pm for arrangements to be made. Were they kidding? They said literally "Take it or leave it, sugar".

Maybe you should have STARTED with a request to be moved rather than asking construction to stop which was quite unlikely. ANd how far up the food chain did you go to ask for a move? Again only my experience, but I have fond in Vegas particularly, front desk stadff have little leeway to make changes.
If you did gamble quite a bit I would have talked to the slot host about the issue and see if he/she had any suggesitons on how to get a room change...or had the desk swipe my card to see just how much #$$$ I'd spent..In vegas unfortunately money talks...
edited to make it bold and not bold so it looks nice...
