Boots do not have a policy on in store copulation and as such I would assume they would allow it as long as your purchased the prophylactics in store and did not bring them in from outside.

The Police whose jurisdiction runs to stores in the UK may on the other had take a somewhat different view. Please see laws on Public Indecency.
