There are many other flights with First class tickets. The business class cabin is sold as First class on intra Gulf flights. They are First class tickets! Thus Al Safwa will have many more potential eligible passengers.

QR apparently also have a rule that passengers arriving on Intra Gulf flights in First and are continuing in Business also have access to Al Safwa.
