I'm pretty sure LAX does have transponders, at least on the lower (pickup) level-- years ago I was talking to a Supershuttle driver who said they're charged per loop around the horseshoe, with a 3 loop limit. I think they already had transponders then. I've also noticed that my Fastrak beeps when I leave the horseshoe (though it doesn't show up on my bill).
(A little bit of googling before I hit "submit reply" verifies that they do
require transponders on vehicles that do pickups on the lower level.)
