Hong Kong tends to have ATC delays on inbound at any random times of the day. Weather or heavy traffic induced. Usually a fair bit of extra time is scheduled flying to Hong Kong compared to flying from, almost a full hour extra from Tokyo. I would still say a very risky connection.
