I am pretty sure that Birmingham and Manchester are not considered conterminals. There are only a few specific exceptions like the NYC or Washington airports and wouldn't by any definition consider Manchester and Birmingham to be the same city regardless of how close they may be.

You can either shorten your start in NYC to under 24 hours or you'll need to return from the same airport.
