Nope. I booked Hilton Odaiba and it's the same rate throughout 2015-16. And after booking only then a message displayed that their exec lounge will be under construction and no alternatives are made available aside from "we apologise for inconvenience".

In contrast, at Grand Hyatt Taipei, when they were renovating their exec lounge in Dec 2014, they converted one of the mezzanine floor areas to a temporary lounge... though slightly exposed, it was still comfortable.
