Presumably because most guests don't do what you did (call, or even notice that it's under renovation).
If you do stay, and complain about the noise, they may offer compensation (reduced rate, extra points, whatever) but they won't advertise that, they'll handle it on a case-by-base basis.
Enough guest would have to cancel or not book for the hotel's attendance to drop because of renovation, and only then would they lower their rates. If despite the renovation they're just as (relatively) full as before renovations, what incentive is there to lower the rates?
Btw, does Homewood Suites have a 100% Satisfaction Guarantee like Hampton does? If so, some of those rates could be dropping to $0, but again only for people who actually book and stay (and then invoke the Satisfaction Guaranatee), and again on a case by case basis after the fact, not advertised in advance.
