I think that the guest and the hotel look at guest room renovations each through a different lens.

The guest looks at the inconvenience, and lack of perceived value, then wants a discount.

If a hotel has a lot of rooms out of service, then they have less rooms to sell, so they probably think that they can get a higher price for the lesser amount of available inventory.
