I just went to the embassy in Kigali and got another set of pages. I've got a 52 page passport and had two prior sets of 24 pages, this was the third set. The consular folks said they debated it for a while and it was a close call but they decided they could give me a third set of 24 pages.

I actually did some embassy shopping beforehand on their respective web pages, some of them say they will only give two sets, some say three. That's why I chose Kigali. (Note: I was in Kigali anyway, I did not make a special trip to Rwanda for more passport pages, that would be weird, even for a FlyerTalker.
