You are correct that credit card rewards can be earned in addition to the rewards offered directly by airlines (and hotels). This is true of all cards.

Likewise you are correct that Capital One allows you to buy a revenue ticket, redeem points (which they incorrectly call "miles") to offset the charge, and still earn rewards from the airline for the flight. Many banks offer similar cards which also have this feature. Have a look at these threads to start:
