My 2 cents

It seems like most of the PROBLEMS have been with people who get on the plane having spent too much time in the bar before departure.

Lots of things are contributing to various air rage events.

Inappropriate behavior, what ever the cause, should be controled by sanctions on that person, not wholesale alterations of policy, unless that policy generates wholesale inappropriate behavior.
