You should study the wikis in some of the threads in the Citi forum for the best ways to approach accumulation of AA miles via Citi. You can get more than 2 Citi credit cards, but it will take time. All banks have limits on how many credit cards you can get from them at once.
Similarly there are good threads in the AMEX forum which will guide you as to how many AMEX cards and how fast. If you are patient and have a long term view, you can easily acquire hundreds of thousands of miles.
The IHG card is from Chase, so that would be a good card for you to get.
