The Government will be eager to not have too many news stories about young kids' trips ruined because of these kind of blacklist hits; so after an application, I would expect that a few months after the appeal applications and evidence of identity/age at check-in would be the norm for getting the toddler to be allowed to fly without as much issue. I wouldn't be surprised if the applications work or at least gets the ball rolling in the right direction despite the process marketed as being just for those who have received written notice. It seems like Canada is still coming to grips with the implementation of a process to deal with all those hit by the blacklists even when they shouldn't be.

You will indeed be better off dealing with both the US and Canadian governments even when this is for domestic flights.
I spoke with an official from that Canadian department yesterday. She stated unequivocally that their mandate is to help those who have been *denied boarding*. Since my infant son has never been denied boarding (can you imagine?!), we do not meet their criteria. Even though we do have a written statement, their hands are tied according to her. They will not help us.
