One of my local WMs instituted the same policy; all reloads must take place at MC. I found out the reason was that some dude had been loading with a cashier, cashier asks to see the card, and the guy gets into a huge argument with the cashier (claiming he doesn't need to show them anything).

I'm afraid as more people migrate from RB to Serve/BB we'll see more of this.
