I think you're missing the point: JFK Airport is not a "PATH" facility; it is a Port Authority of New York and New Jersey (PANYNJ) facility.
Other Port Authority facilities include the PATH rail system; the George Washington Bridge; and the Port Authority Bus Terminal.
I've alerted a Moderator and requested that the thread title be corrected.
You should be able to find a complaint link or contact number at the Port Authority's website.
Did the phone in question accept coins, or only cards?
(1)I was being "lazy" and typed PATH.

(2)The ONE phone that had dialtone had a sticker noting it was NOT working--the agent who assisted me, knew to use THAT phone. I believe it would have accepted coins [over 20 quarters would have been required

]. If I could have dialed a toll-free number, I could have used a service I subscribe to: KEEP CALLING; but the agent let me use her cellphone.
BUT, if ALL the payphones had a "withdrawn from service" sticker...one would stop trying after the 5th phone didn't work(=no DT)
