I've shipped thousands of lbs of frozen/chilled food/game to/from Alaska to the lower 48/Hawaii. The big question that seems to be asked is if there is ice inside [for some reason frozen water is restricted, but is ok if in a sealed vessel like waterbottle]. Never did try dry ice, didn't realize that some carriers have a charge for it. I typically have my items in a cooler, but have gotten away with wrapping in newspaper and clothing to keep cold [its a bit brisk at cruising in the hold].
As others have mentioned, the biggest issue is what is allowed for country import regulations.
