The truth is I can't really answer. Yes we stuff the car seat and pram bags to minimise the number of bags we take. They've never been over 23kg and the checkin staff have never raised an eye brow.

But ... I'm OW Sapphire and we are allowed 2 bags per adult, with my 2 up to 32kg, so the child bags technically aren't necessarily using our infant's special allowance.

That said we've done the same on CX, QF, VA, AY and probably others I've forgotten with no issues.
