[In another thread I noted that at PATH Bus Terminal ALL of the payphones have been disabled. A few weeks later at PATH Bus Terminal, my cellphone could not get a signal.

Yesterday, at T8 (AA), (almost) none of the payphones were working--the ONE that did work wanted $5.50 for a 1 minute call* [I had to call JFK Smartpark for a p/u to get my car--a service agent let me use her cellphone^.]
*is this charge in violation of psc tariffs?
PS:
Especially at airports payphones are essential; foreign tourists whose cellphones don't work in the USA--and others (battery down, left cp at home

I want to lodge two complaints: (1)lack of payphones, (2)exorbitant charges--who should I complain to?
