As others have said, it's a non-issue. America doesn't care what you take out of the country other than cash over $10k.

Keeping it cold is an issue--dry ice is not allowed, water ice could make a big mess as it thaws but ice bricks are permitted.

The real issue is what the country you are taking it to says--most countries don't like you bringing in meat.
