I-95 was a slow yesterday and really bad this morning. See:
http://inq.philly.com/content/inquir.../PREVIVE21.htm .
Getting to the Walt Whitman Bridge from PHL to lessen travel on I-95 North-bound involves going Northeast, usually on I-95 unless you know the local pot-holed Philly streets. Either is a difficult thing to do especially during the AM and PM rush hours. Try doing the following if you wish to go NE to Bucks County, Trenton, NYC etc.
From the PHL airport go South on I-95 and take the Commodore Barry Bridge (Rt 322 East) into NJ. From there it is about 5 min to I-295 or the world famous NJ Turnpike.
Time-wise this takes about an extra 15 min, but it is almost always trouble-free.
