I read a thread over on the BA forum and nothing under the seat in front apparently is the rule on BA and apparently some or many other European airlines. Somebody posted there that generally US airlines (and the FAA) allow that space to be used, and many of the BA posters found that odd.
I flew BA twice this month, both were intra-Europe flights. I can confirm that in both flights, sitting in an exit row, I was asked by the FA to store my computer bag in the overhead bin. Nothing is allowed in the space under the seat in front.
