How an airplane gets certfied by the FAA may, due to many factors, result in a 'rule' against stowage in the exit row. It can be as simple as the carrier, in an emergency procedure, does not have the FAs 'check exit row is clear' as a procedure step. To fix this, they instead chose to forbid stowage. I dunno....but it isnt that FAA has a blanket rule for all carriers, all aircraft.

BA, as a system wide policy prohibits this.

The only plane ive been on where AA prohibits this is the A321.
I've never had an issue with storing my personal item under the seat when sitting in an exit row on AA or US.

Even 10B and 10C technically have underseat storage space; you just have to fit it behind that wall thing in front the seats and that makes them the most secured personal items on the aircraft.
