Very much true.The reservation system is practically for not overselling rather than forcing you to seat in your allocated seat.
The railway line from Rzeszow to Krakow is currently under heavy refurbishment until December 13 when they introduce the new annual timetable with decent travel times.
For the October trip I would suggest taking a bus (there is a fast motorway between these two cities).
