One of two things happen at that point. The FA realizes they are an idiot and backs down... or they pull the "Im a flight crew member and you must abide by anything I say or you will be removed" attitude. I once asked for the captain to clarify after they claimed it, and the FA backed down, but they were very unprofessional for the remaining flight.
I run into this all the time traveling, with idiotic, lazy people making up rules as they go. I once had a hotel try to tell me they had to make a full copy of my ID and enter it into their computer "by local law". I may have lost it at that one

There are in fact certain California municipalities where hotels are required to keep a full copy of your ID by law (the entering into their computer part is probably just how they store the records, though, as opposed to a requirement of law). Hotels can (and have) faced fines and other sanctions for failure to comply.
I agree the leg-crossing rule smacks of BS, but the not putting anything under the seat in front of you in an exit row on certain aircraft, could be true.
