There are many, many planes and carriers that allow underseat stowage in an exit row without crossbars or straps.

How an airplane gets certfied by the FAA may, due to many factors, result in a 'rule' against stowage in the exit row. It can be as simple as the carrier, in an emergency procedure, does not have the FAs 'check exit row is clear' as a procedure step. To fix this, they instead chose to forbid stowage. I dunno....but it isnt that FAA has a blanket rule for all carriers, all aircraft.

BA, as a system wide policy prohibits this.

The only plane ive been on where AA prohibits this is the A321.
