It is an FAA rule. Basically, under-seat stowage is allowed only if items can be stowed (or re-stow of shifting items) from your seat or if there is a tie down or cross bar preventing movement.

Think about it this way, as there is no tie down or cross bar to prevent bags from sliding out from under the seat as the aircraft climbs, said object could become an obstruction in an emergency.
