That 'underseat rule' is specific to the aircraft and (I think) the operating cert. I have been on US flights on the A321 and it has been the case. Since it is so rare (non-existent?) on AA planes, I would not be surprised with uneven enforcement.



The crossed leg rule is a first for me though.
