As others have shown above, this is not always true. In Flying Blue, it is the fare class (not the fare "family") that determines the rate of earning. It depends on which fare class Alitalia books you into - and Light fares can book into non-earning classes.

I've never flown an Alitalia light fare to/from Paris, but I can't imagine that they all earn miles in FB, as the idea here seems to be to deny miles on these routes, regardless of operator/FFP used.
