AFAIK you generally don't pay tax on a "free" room if the tax is charged as a percentage of the price, but often you do pay miscellaneous occupancy taxes that are calculated on a per person or per room basis. These tend to be small amounts. [The highest I can recall is about $10 in an Italian resort area.]
