The simple answer is "yes".

Miles required is calculated based on the longer of HKG-MEL and PER-HKG.
All other segments not upgraded are irrelevant.
The openjaw (MEL-PER) is not a segment under AM rule.

Call Asiamiles to get the difference refunded after PER-HKG segment.
