Yes, misinformed agent. Or not giving you a complete answer. You are allowed to have one person who is traveling with you be in C+ free of charge, so it's correct that you can't include two people. And it is only on those flights on which you are traveling together, e.g. the other person will have to pay for C+ on flights, on the same itinerary, if you are also not on those flights.
While it's a perk I seldom use (and I think it's unpublished), it's a nice one from DL.
