If you are looking 4 or 5 stars, for Accor then only Pullman Thamrin will be the only choice. The standard room is very cramp (26-28 sqm), and you can see the whole treat about the upgrade.
I personally like Grand Hyatt. The room is very spacious (50 sqm?) and ask the room with the direct view of the Bundaran Hi. It is stunning view at night. I love the view, especially if you get the room with direct view to Jalan Sutan Sharir (is that correct), i.e. the one between Mandarin Oriental and Deutsche Bank.
I heard Keraton is also good choice and cheaper than Hyatt. They are just next to each other and both are connected to Plaza Indonesia.
As FGunawan said DoubleTree location is a bit off. It is not really in Thamrin/Sudirman area. But it seems have a very good review and since you are HH Diamond, they may treat you very well.
Again Jakarta is very huge city and also very jam. It is really depend where most of your activities will be.
