I've had two versions of this issue at Walgreens - purchase declined (very early on in the game, not actually declined on Discover's end) and present payment again (i.e. "manager gotta call cc", the issue people have been reporting lately).
In my experience, everytime I have had this message I just needed to scan again and then the signature line pops up. Never had to have a manager call in to anyone.
