Cathay should be able to issue you a boarding pass for 138. I do Bkk-Hkg on CX connecting to 138, 4 or 5 times a year, always get all my boarding passes in Bkk with no problem . You only have to go thru security check in Hkg. There are airline transfer desks before immigration .
