Yup. It's kind of like a sign on a door that's regularly used that says "THIS DOOR MUST REMAIN CLOSED AT ALL TIMES", perhaps for security or fire safety reasons. It's understood that that rule doesn't apply during the momentary time that the door must be opened in order to go through it.
