Spend NYE there this year. Apart from the incredibly famously rude Brazil consular staff, RIO itself was a blast. It will be more dangersous at NYE (Reveillon) and Carnival than any other time I guess, and I travelled all above the place on the $1 bus rides and felt safe the whole time. Go, do it!
